Continuing Real Estate Leadership

On May 5, 2009, the Congress bicameral committee reconciled Senate Bill 2963 with the re-numbered House Bill 3614 entitled “An Act regulating the Practice of Real Estate Service, Creating for the Purpose of Professional Regulatory Board of Real Estate Service, Appropriating Funds Therefor, and for other Purposes,” otherwise known as “Real Estate Service Act”, or the RESA Law (R.A. 9646)

The RESA Law authored by RGV creates the Professional Regulatory Board (PRC) of Real Estate Service (PRBRES) under the supervision and administrative control of Professional Regulation Commission (PRC).  It mandates membership in an Accredited Integrated Professional Organization (AIPO) for all licensed real estate professionals.The Philres.  

As of 2019 records of Professional Regulatory Board (PRC) there are now more than 50,000 real estate service professionals as real estate brokers, appraisers, and consultants.  Many colorum agents are now converted accredited sales agent by PRC. Estimated number Sales Agent will reach up to 100,000.

 
 

Chosen by the PRBRES to be the AIPO for the real estate service sector after a PRC-approved process of selection from among the national and regional real estate associations in the country is the Philippine Institute of Real Estate Service Practitioners (PhilRES) Inc.

RGV became the PhilRES national president in mid-2013 ensuring the concepts of professionalism and professional ethics among real estate service professionals and salespersons in the country, aimed towards continuing professional education and compliance with the national code of ethics and responsibilities for all such professionals.

PhilRES  now has the largest number of licensed professionals in the country-with more than 10,000 members distributed among more than 50 chapters in the major cities and towns in the archipelago.

As a Congressman (1987-1992)

  • RGV was empowered to represent the First District of the province during the 8th Congress

  • Initiated the cancellation of TLA (Timber License Agreement) No. 376 covering about 48,000 hectares of watershed areas in the island of Mindoro

  • In 1987, RGV founded the Mindoro Kabuhayan Foundation, inc. (MKFI), an outstanding NGO that has reached about 80,000 beneficiaries

  • Through RGV, MKFI won the “Most Oustanding NGO in Regional IV” awarded by the Department of Interior and Local Government (DILG) and the Progressive Alliance of Citizens for Democracy (PACD), recipient of “Top NGOs in the Country” (the Sikap Award by the Rizal Commercial Banking Corporation (RCBC) and the Department of Labor and Employment (DOLE) Kabuhayan Award

  • RGV authored the Abot-Kaya Pabahay Fund (RA 6841)

  • He implemented the Vision of development program for the Province which focused on:

    • Preservation

    • Power and energy development

    • Agro-industrial

    • Infrastructure

    • Transportation and communications

    • Education

    • Health

    • Tourism

    • Youth, women and senior citizens welfare

    • Home for the homeless

As a Congressman (2004-2013)

  • RGV won in the 2004 elections serving the province for nine (9) years in the three consecutive terms

  • As a consistent outstanding congressman/legislator, RGV brought to the province annually an estimated PhP1.0 Billion in infrastructure projects including investments-business ventures from the province sector

  • RGV served as Chairman of the Committee on Housing and Urban Development

  • 1st Vice Chairman of the Government Reorganization Committee

  • Member of the Committees on Appropriations, Agriculture and Food, Agrarian Reforms, Energy, Natural Resources, Public Works and Highways, Tourism and Southern Tagalog Development

  • RGV is recognized as the Father of Pag-IBIG Fund Law (RA 9676). Among the salient feature of the law the compulsory member of public and private employees provide the 70% of its loanable must be for housing loan of the homeless citizens. To date the PAG-Ibig Fund total net asset is more than 500 Billion and the main source of financing housing loans of qualified homeless borrowers and OCW’s.

  • RGV authored HR 065 (Construction of One Million Housing Units for Five-Year Period)

  • Led the formulation of the Mindoro Integrated Development Program (MIDP)

  • Authored RA 10596 converting Mindoro State College of Agriculture & Technology as a State University (MINSU)

  • RGV was instrumental in bringing the 48-MW Wind Energy Power System (WEPS) to Puerto Galera as the one-single biggest investment in the Province at an average project cost of PhP 6 Billion

  • In 2005, RGV led the creation of the Oriental Mindoro Investments (Orminvest) with the Vision 2020 Mindoro as its center page Envisioned to make the province as the:

    • FOOD BASKET OF THE PHILIPPINES

    • ECO-TOURISM CAPITAL OF THE PHILIPPINES

    • PRODUCER-EXPORTER OF POWER AND ENERGY

    End-result: To alleviate, if not eradicate poverty in the entire province resulting to:

    PRODUCTIVE AND SELF-RELIANT PEOPLE LIVING IN AN ECOLOGICALLY BALANCED ENVIRONMENT

 
In nine years as governor, RGV preserved Mindoro’s natural resources, practised good governance, dismantled monopolies, and promoted peace.
